“An internationally mobile student is a person who has physically crossed an international border between two countries for the purpose of participating in educational activities in a destination country, where the destination country is different from his or her country of origin” (UNESCO, 2015).
There are several overlapping definitions of “international students”. Since 2015, UNESCO, OECD and EUROSTAT, the Statistical Office of the European Union (EU), agreed on this definition of “internationally mobile students”.
The concept of internationally mobile students differs from two other common definitions of international students, namely foreign students and mobile credit students.
While, since 2015, the consensus definition of internationally mobile students has been in use, data on international students reflect the differences between the three definitions in terms of duration.
The volume of official development assistance flows for scholarships stood at $1.229 billion in 2016 (DESA, 2018). These data can be used to track SDG-related commitments to student mobility by quantifying the funds spent on scholarships globally.
