The University of Puerto Rico School of Law is a century-old institution committed to the formation of socially conscious jurists and access to justice. Our General Master of Laws (LL.M.) Program has been offered on-site since 1998 and was initially aimed at lawyers from Latin America.
Since 2018 we offer sequences with curricular emphases in Orality in the Criminal System and Judicial Training, and since 2019 in Commercial Law. In 2020 we identified the need to provide an online option for judges, prosecutors and lawyers from Latin America and the United States who cannot travel to Puerto Rico to pursue graduate studies and who, at the same time, wish to obtain a formal degree from our institution. For this reason, we instituted the new online Master of Laws (LL.M.) degree in Orality in the Criminal Justice System.

Frank Parsons was born on November 14, 1854 in Mount Holly, New Jersey, into an Anglo-Saxon family with a presence on American soil traceable to the time of the American Revolution. It was an intellectually inclined family, with several doctors, lawyers, and teachers present in the family tree, especially on the maternal side. After graduating, Parsons got a job as a civil engineer for a railroad company in western Massachusetts; but he lost his job when the firm went bankrupt during the Economic Crisis of 1873 (also called simply the “Economic Crisis”).

With textbook publications came academic recognition and, in 1892, he joined the teaching staff of Boston University School of Law. He would remain in that position for most of the rest of his life, only leaving in 1905 to pursue research interests. In 1892, he joined the faculty at Boston University Law School.
Parsons became interested in the ideas of economic rationalization during the beginning of the so-called Progressive Era of the 1890s. It was a time of great disparity between wealthy plutocrats (who often exercised monopoly power over the economy through organized associations called trusts), and an often impoverished working class, tormented by periodic economic depressions such as that of 1873.
